Executive Challenge

Karachaganak Petroleum Operating, a joint venture between Shell, Eni, Chevron, Lukoil and KazMunayGas, operates one of the world’s largest gas-condensate fields. The organisation was managing aging Soviet-era infrastructure, declining well performance in technically mature reservoirs, increasing regulatory expectations for workforce localization and ESG compliance, and the coordination demands of a complex dual-operatorship and multi-stakeholder governance model. Sustaining performance required more than isolated technical improvements. KPO needed an integrated transformation that could restore field productivity while strengthening organizational capability, developing national talent, improving governance and aligning global and national stakeholders around long-term operational and sustainable growth priorities.

Strategic Approach

As Head of Well Engineering & Completion, Mike Etuhoko led a multi-year transformation designed to strengthen institutional capability, realign priorities and improve enterprise performance. Working across well operations, production, executive leadership, board representatives, partners and regulators, the programme was structured around five interconnected levers: well revitalization and field optimization; deployment of advanced drilling and completion technologies; structured workforce localization; ESG-aligned responsible sourcing; and leadership development and succession planning. Aging wells were reassessed and restored, innovation was embedded through cross-functional collaboration, national personnel were systematically recruited and mentored, and vendor governance was aligned with sustainability priorities and Kazakhstan’s national development objectives.

Capability Transformation

The transformation shifted capability from dependence on technical interventions and expatriate expertise toward a more institutionalized operating model. Structured localization, mentoring and succession strengthened national workforce capability, while cross-functional innovation improved technical problem solving. Responsible sourcing introduced greater ESG discipline into vendor governance, and leadership development supported continuity of operational knowledge. Together, these interventions connected technical performance, workforce capability, governance and leadership into a stronger platform for sustained enterprise performance.
